Section Chiefs Announced

Dear TDCJ Community,

In line with the recent changes to our organizational structure, I am excited to announce our new leadership team that will be instrumental in propelling the agency forward and achieving our 2030 Plan.


Jason Clark
Chief Programs Officer

Jason Clark will become the Chief Programs Officer. In this role, he will focus on implementing groundbreaking initiatives to address the evolving needs of our population and the agency. His strong leadership skills and strategic vision will encourage innovation and elevate our programs and services.

Clark began his career with the criminal justice system at 18. While pursuing a degree in broadcast journalism at Sam Houston State University, he spent his summer breaks working inside various prisons in Huntsville. Clark held numerous positions in the media industry, including bureau chief.

In 2006, Clark transitioned from television news to TDCJ as a Public Information Officer. He then held the roles of Director of Public Information and Deputy Chief of Staff. In 2018, he was appointed Chief of Staff where he oversaw numerous agency wide initiatives such as Operation Lone Star and the agency’s response to the Sunset Commission.


Bobby Lumpkin
Chief Operations Officer

Bobby Lumpkin will assume the role of Chief Operations Officer. He will be responsible for optimizing resources and streamlining processes to enhance agency operations. His experience in developing sound operational practices will be instrumental in advancing the agency.

Lumpkin has more than 30 years of criminal justice experience, joining TDCJ in 1990 as a Correctional Officer. He promoted through the correctional ranks at multiple units before promoting to Assistant Warden in 1999.

He also served as the Agency Accreditation Manager in the Administrative Review and Risk Management Division, a manager in the Private Facility Contract Monitoring/Oversight Division (PFCMOD), Deputy Director of PFCMOD and Director of the Manufacturing, Agribusiness and Logistics Division. In 2020, Lumpkin promoted to Director of the Correctional Institutions Division, where he was responsible for the operations on over 100 facilities.


Ron Steffa
Chief Financial Officer

Ron Steffa will continue his current position as Chief Financial Officer. He has been and will continue to play a vital role in leading the agency with sound financial management and strategic decision making.

Steffa joined the agency in 1992 and received his Master of Business Administration from Sam Houston State University in 1993. Over his tenure with the agency, he has worked in a variety of positions in Contracts and Procurement, Executive Services and Human Resources.

He held the position of Director of Contracts and Procurement before promoting to Deputy Chief Financial Officer in 2008. In 2020, he promoted to his current position of Chief Financial Officer, where he manages the fiscal operations of the agency.


These Section Chiefs will work closely together to drive our agency’s mission forward and ensure seamless collaboration across all divisions. I look forward to seeing the positive impact they will continue to have on our agency.
