HR Support Operations

Mission

The mission of HR Support Operations is to provide technical and administrative support for agency human resources functions, efficiently and effectively carry out the financial operations of the Human Resources Division, and ensure compliance with federal and state laws.

HR Support Operations consists of four operations:

Employee Classification

The Employee Classification program area develops job descriptions for all TDCJ positions and classifies these positions with respect to the State Classification Plan, Fair Labor Standards Act status, and hazardous duty or longevity authorizations.  This classification effort includes the performance of spot and supervisor requested position classification reviews to properly classify a position based on the duties currently performed by an employee holding the position.

Finance

The Finance program area manages operational expenses and the procurement and inventory of fixed assets within the HR Division, and provides mailroom services for HR headquarters.

Policy Development and Legislative Review

The Policy Development and Legislative Review program area is responsible for developing, managing, and publishing agency human resources policies and procedures. This includes clarifying policies and procedures to the extent possible, to promote understanding of statutory and agency requirements, and to allow ease of implementation. Policies are periodically revised to reflect changes in legislation and agency operations. During each legislative session, this department is responsible for reviewing and analyzing proposed legislation that has the potential to impact the Human Resources Division. This department coordinates the development of various legislatively required publications relating to the recruitment and retention of agency employees and workforce planning. This department also provides technical writing assistance in the development of various agency documents and communications.

Special Projects

Special Projects prepares and publishes TDCJ’s monthly EEO reports that include divisional workforce profiles, correctional officer statistical reports, as well as other special reports and presentations.  Additional responsibilities include maintaining the Human Resources Division webpages to include information regarding TDCJ benefits, salary schedules, correctional officer recruiting events, career opportunities, and providing technical assistance to human resources and other agency staff.
